Cemetery Standards of Appearance provides an independent reference guide to assist NCA in ensuring that the overall appearance of national cemeteries provides a dignified and respectful setting for deceased veterans and for those who visit these hallowed grounds. The assessment of the advantages and disadvantages of the use of flat grave markers and upright headstones will provide policy makers with a tool to assess requests for exemption from the statutory upright headstone requirement at national cemeteries. The Secretary of Veterans Affairs sent the report to Congress on March 28, 2002.
