Payment Preparation

In order to receive payments, several steps must be taken. First, register with ID.me. This is necessary to then access the VA FSC Customer Engagement Portal, which is needed to request a Vendor ID file. Then, create an account with the Department of Health and Human Services Payment Management System. Complete the direct deposit form, SF-1199A, and upload to your account.

Please follow the steps below to ensure proper registration so that you may receive payment.

Register with ID.me

If you have not previously registered with ID.me, you will need to do so now. This is required to access the Customer Engagement Portal. If you have an existing ID.me account, you may skip this step.

Request a Vendor ID

Request a Vendor ID through the Customer Engagement Portal using VA Form 10091 (VA-FSC Vendor File Request Form). Verify that your information is correct.

Payment Management Services Account

If you have an existing account with PMS, log in to your account.

Login to your PMS account »

If you do not have an existing account, create an account. An ID.me account is necessary to do so. Add your information and verify it is correct. It may take up to 10 business days for PMS to process a new user request after it has been received and approved by your supervisor listed on the request.

Note: In order to receive payment, check the Add/Update Banking box in the Access Levels when creating the account or updating existing account information.

Note: When entering your supervisor's information, it is essential to use a working email address in this section as your supervisor will receive an email asking him/her to approve your access. You should only enter your own information in this section if you are the highest ranking person in your organization.

Add or Update Banking Information

Add or update your banking information by completing SF-1199A Direct Deposit Sign-Up form. Once it is completed, upload the form to your PMS account.

Note: a signature from your bank's representative is required to complete Section 3 of this form.

Requesting a Vendor ID

Outer Burial Receptacle Allowance: At Time of Interment

Typically placed in a gravesite before a casket is lowered, outer burial receptacles (OBRs) reduce maintenance costs at cemeteries by preventing the ground over and around the casket from sinking and by preventing grave headstones from sinking or tilting. Further, OBRs assure the continuation of regular surface contours in cemeteries, advancing both aesthetic and public safety purposes.

As of November 2024, state agencies and tribal organizations can request quarterly payment of the monetary allowance for outer burial receptacles. These receptacles must have placed on or after January 5, 2023, in a cemetery that is the subject of a grant to a State or Tribal Organization under 38 U.S.C. 2408, in order to be eligible for allowance.

Eligibility

To be eligible for this allowance, the following must be true:

  • The interment took place on or after January 5, 2023, in a cemetery that is the subject of a grant to a State or Tribal Organization, and
  • The request for payment includes only casketed interments where an outer burial receptacle was placed at the time of interment, and
  • Outer burial receptacles used were paid for by the State or Tribal Organization requesting payment, and no fees for the outer burial receptacles were charged to the decedent's family or other responsible party.

Further, OBRs assure the continuation of regular surface contours in cemeteries, advancing both aesthetic and public safety purposes.

As of November 2024, VA will reimburse the cost of outer burial receptacles that are pre-placed as part of new construction, expansion, or improvement of a cemetery that is the subject of a grant to a State or Tribal organization under 38 U.S.C. 2408 if the grant was awarded on or after January 5, 2023. The reimbursement will be paid to the State or Tribal organization or, if designated by the State or Tribal organization representative, the State or Tribal veterans cemetery for which such project is being carried out, or to any other State or Tribal organization, agency, or instrumentality.

Eligibility

To be eligible for this allowance, the following must be true:

  • The outer burial receptacles are pre-placed as a part of new construction, expansion, or improvement of a cemetery that is the subject of a grant to a State or Tribal organization under 38 U.S.C. 2408, and
  • The grant was awarded on or after January 5, 2023, and
  • The representative of the State or Tribal organization has an invoice reporting the cost for purchase and delivery of outer burial receptacles.

States and Tribal organizations must submit a request for reimbursement of the cost of pre-placed outer burial receptacles using Standard Form 271, Outlay Report and Request for Reimbursement for Construction Programs.

Submit application and invoice

Send an email to the National Cemetery Administration Office of VCGP at VCGP@va.gov to submit your application and supporting invoice documentation. The Director of the Veterans Cemetery Grants Program will review and certify the request for payment.
